TITLE

Recommendation to adopt Specifications No. RFP TI16-072 and authorize City Manager, or designee, to execute any and all necessary documents to enter into a contract, including any necessary amendments, with The Broadband Group, of Las Vegas, NV, for Citywide Fiber Network implementation planning, in an amount not to exceed $320,000, for a period of one year, with the option to extend for an additional one-year period, provided that the amount is not exceeded, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with The Broadband Group (TBG), for Citywide fiber network implementation planning, in an amount not to exceed $320,000.  This includes assisting in evaluating the most efficient implementation approaches for fiber network construction, including coordinating plans with City departments and utilities, and soliciting and evaluating opportunities for a public-private partnership.

 

In September 2016, TBG was awarded the contract for RFP No. TI16-072 for development of the Fiber Optic Master Plan.  TBG was selected as the most qualified firm to provide the services based on their demonstrated competence in performing fiber installations of similar or larger scale and scope, and their submitted project management documents.  TBG has over 20 years of experience and a proven track record working with local governments. They have successfully assisted on various fiber master plan projects for businesses such as Huntsville Utilities, the City of Ontario, the City of Gillette, and the State of Nevada.  In August 2017, TBG successfully completed the fiber network assessment that led to the current recommendation to implement a Citywide fiber network to interconnect City buildings.  As specified in the Request For Proposals (RFP), additional services related to this project may be requested by the City.  These services, which will be scoped and budgeted for as potential options, include: (1) assisting the City in implementing any part of the proposed master plan, and (2) assisting the City with the development of public and private partnerships needed for successful implementation of these strategies.  To continue planning the implementation and procurement approaches for a Citywide fiber network, the Technology and Innovation Department (TI) is requesting approval to enter into a contract with TBG as outlined above.

 

In November 2017, TI sent the City Council a high-level assessment and recommendation to implement a Citywide fiber network to interconnect City buildings.  In December 2017, TI and the Financial Management Department presented to City Council the critical technology infrastructure needs, including the recommendation to implement a Citywide fiber network.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on May 8, 2018 and by Budget Analysis Officer Julissa José-Murray on May 14, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on June 12, 2018, to ensure the Citywide fiber master planning can proceed in a timely manner.

 

FISCAL IMPACT

The total contract costs will not to exceed $320,000, and is budgeted in the General Services Fund (IS 385) in the Technology and Innovation Department (TI), which is funded from charges to user departments.  On December 5, 2017, the City’s critical technology infrastructure needs were presented to the City Council and this item represents additional technology spending that is needed as prerequisite to implement the City’s identified fiber master plan needs.  There is no local job impact associated with this recommendation.
