DISCUSSION
City Council approval is requested to enter into a contract with Vasquez and Company, LLP (Vasquez), to provide direct project management support for the implementation of Long Beach COAST (LB COAST), the City of Long Beach’s (City) new Enterprise Resource Planning (ERP) system. Vasquez currently provides direct project management support to the City’s Chief Financial Officer (CFO), who also serves as the Project Sponsor for the LB COAST implementation (Project). Direct management support is needed to address an increased Project workload than what was originally anticipated and is necessary for a successful LB COAST implementation.

The City has been utilizing a Vasquez consultant to provide these project management support services since March 2018. However, the allowable amount under the terms and conditions of the purchase order have been exhausted. Staff is requesting approval for $225,000 to ensure the hired Vazquez consultant continues providing critical project management support until at least December 2018.

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for contracts without a competitive bid process if accompanied by a Resolution adopted by the City Council. Due to the complexity of the Project, and the need for expeditious implementation, Vasquez is the only firm that can be used.
