DISCUSSION
On December 13, 2016, the City Council authorized an agreement between the Long Beach Police Department (LBPD) and DDR Urban, LP (DDR), to provide as-needed supplemental law enforcement and security services at The Outlets at the Pike, commonly referred to as “The Pike Outlets,” for six-month terms. Pursuant to Government Code section 53069.8, LBPD may provide these supplemental law enforcement services for private entities at critical facilities, such as The Pike Outlets, on an ongoing or occasional basis following a public hearing.

DDR has requested that LBPD continue to provide these services on an annual basis. The proposed services would be provided, as needed, for one-year terms, as determined by the Chief of Police. LBPD personnel includes Police Officers, Police Corporals, and Police Sergeants. Either party may terminate the agreement with 30 days written notice.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on April 10, 2018 and by Budget Management Officer Rhutu Amin Gharib on April 9, 2018.

TIMING CONSIDERATIONS
City Council action to approve this recommendation is requested on May 22, 2018, to ensure the contract is in place expeditiously.
