TITLE

Recommendation to direct City Manager to work with Public Works and report back in 60 days in relation to the current outreach efforts through the Clean Long Beach Initiative. Request staff to implement a pilot decal program within the East Village by applying informational city decals on locked bins distributed from the Locked Bin Program.

 

DISCUSSION

In the efforts of the Clean Long Beach Initiative public outreach program, the request of adding decals would address recurring trash issues which include illegally dumped items, overflowing trash and more.

 

In the last six months, Long Beach Police Department reported 18 citations related to LBMC 8.60.130 that states "When any waste receptacle is placed upon any premises as provided in this Chapter, only the owner, or agent carrying a current license and permit with the City and all other applicable permits and licenses, or authorized employee or agent of the City shall move, remove or tamper with such receptacle, or remove any refuse or recyclable material from any such receptacle."

 

The decals would also give the opportunity for individuals to reach out to the necessary departments for resources'. The suggested numbers that can be reviewed for consideration are:

 

-Trash Pickup

-Graffiti Removal

-Multi Service Center

-Emergency Hotlines and other recurring issues.

FISCAL IMPACT

It is anticipated this request will have a fiscal impact, but the amount is not known at this time. This action should include staff reviewing implementation options, associated costs and the information as part of their report back to Council.
