TITLE

Recommendation to direct City Manager to work with Public Works and report back to City Council in 60 days with recommendations for a pilot public outreach program within the East Village to landlords with dumpsters and offer the city's current "Locked Bin Program" to address the issues related to trash, specifically with illegally dumped items.

 

DISCUSSION

Studies show that approximately 80 percent of trash is generated on land and then transported into our water bodies such as our beaches, rivers, parks, and other areas throughout our city.

 

Since 2010, Clean LB, a nonprofit organization, has recorded the pounds of trash picked up in our monthly beach cleanups, which has resulted of 20,829 pounds. From these cleanups, used drug paraphernalia have been found, creating a safety hazard for residents and visitors.

 

Early this year, the City Manager brought forward a memorandum regarding the issues of illegal dumping. It was reported that there was a 56 percent increase in illegally dumped item collection requests, a 123 percent increase in Go Long Beach reports on illegally dumped items, 47 percent increase in scheduled bulky item collections, and a 22 percent increase in calls for service from Environmental Bureau Services.

 

This request is to have a pilot public outreach program in relation to the city's Clean Initiative within the East Village with the intention of expanding citywide.

FISCAL IMPACT

It is anticipated this request will have a fiscal impact, but the amount is not known at this time. This action should include staff reviewing implementation options, associated costs and the information as part of their report back to Council.
