TITLE
Recommendation to adopt resolution in accordance with Section 10.28.130 of the Long Beach Municipal Code to set operating days and hours for Parking Meter Zones 31 and 32 to Monday through Sunday, excluding holidays, during the hours of 10:00 a.m. to 7:00 p.m., for a maximum of 2 hours and at a rate of $0.75 per hour. (District 3)

DISCUSSION
New parking meters will be installed on the south side of Ocean Boulevard between Termino Avenue and Bennett Avenue (Parking Meter Zone 31) and Olympic Plaza between Termino Avenue and Bennett Avenue (Parking Meter Zone 32) (Attachment A). This portion of Ocean Boulevard and Olympic Plaza together can accommodate approximately 80 vehicles. Installing meters will establish usage for short-term parking facilitating better customer access.

A City Council public hearing will be held on April 17, 2018, amending the Master Fee and Charges Schedule. The proposed parking meter rates, at the standard rate of $0.75 per hour from 10:00 a.m. to 7:00 p.m., excluding holidays, are included as part of the FY 18 mid-year fee adjustments. The proposed rates will take effect immediately after City Council adoption.

This matter was reviewed by Deputy City Attorney Amy R. Webber on April 3, 2018 and by Budget Analysis Officer Julissa Jose-Murray on March 19, 2018.

TIMING CONSIDERATIONS
City Council action is requested on April 17, 2018, to allow timely rate-setting and installation of the new parking meters.

FISCAL IMPACT
The estimated initial cost to furnish and install approximately 80 parking meters is $80,000. Sufficient funds are currently appropriated in the General Fund (GF) in the Public Works Department (PW) for the acquisition and installation. The annual cost associated with maintenance, operation, data processing, and revenue collection of these meters is approximately $25,000.
