DISCUSSION
City Council approval is requested to enter into contracts with Steve Beckman Investigations, Inc., TruView BSI, LLC, Close Range International, Inc., and Hall Investigations, for as-needed pre-employment background investigation services to support the hiring process for City employees. The Long Beach Police Department (LBPD) conducts pre-employment background investigations for all of its prospective employees through a combination of in-house investigators and contract background investigation services. LBPD also conducts background investigations for other City departments, as needed.

The Request for Proposals (RFP) was advertised in the Long Beach Press Telegram on March 24, 2017, and 5,539 potential proposers specializing in background investigations were notified of the RFP opportunity. Of those proposers, 43 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.
