TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and any subsequent amendments, with the Milken Institute and the University of Southern California, Keck School of Medicine, to ensure the communication and coordination necessary to research, develop, deploy, and evaluate technology addressing homelessness. DISCUSSION
The University of Southern California (USC) Keck School of Medicine (KSOM), has requested to enter into a MOU with the Long Beach Health and Human Services Department (Health Department) to collaborate on the research, development, deployment, and evaluation of data governance, technology and analytically-based solutions to the homeless problems facing the systems and infrastructure that serve the needs of the City and other communities, cities, counties and metropolitan areas around the globe.
The Milken Institute, a nonpartisan, nonprofit economic policy think-tank, and the USC KSOM are collaborating to explore ways to increase government effectiveness and efficiencies through the use and application of public and private data to address and impact the pathways leading to public health challenges such as homelessness. The goal of this collaboration is to ensure the communication and coordination necessary to research, develop, deploy and evaluate technology-based projects that support the City’s strategic priorities as they pertain to addressing homelessness, and that are agreed upon by all parties.
Under the MOU, the Milken Institute will provide coordination, convening, and research support on a local, regional and state level in partnership with the members of the homelessness collaborative. The USC KSOM’s primary role will be to document, research, write, and develop case studies for the projects.
