DISCUSSION

On December 15, 2015, the City Council adopted Specifications No. RFQ PW15-102 and awarded contracts to Anchor QEA, LLC, Geosyntec Consultants, Inc., Harris & Associates, Inc., HDR Engineering, Inc., Kleinfelder, Inc., Koa Consulting, Inc., KOA Corporation, Moffatt & Nichol, Nabih Youssef & Associates, Psomas, Michael Baker International, Inc., and Tetra Tech, Inc., to provide as-needed professional engineering services for a three-year term, with the option to extend the term for two additional one-year terms, in an aggregate amount not to exceed $36,000,000. 

 

On January 23, 2018, the City Council approved an increase to the contract with Koa Consulting, Inc. in the amount of $1,500,000 for extra work related to Long Beach Municipal Urban Stormwater Treatment (LB-MUST) Project, thus increasing the aggregate not to exceed amount to $37,500,000. 

City Council approval is requested to amend these agreements by increasing the aggregate contract amount by $10,000,000, for a revised total aggregate amount not to exceed $47,500,000. The term period shall remain the same. Since the original approval of this contract, the City has delivered numerous projects requiring professional engineering services. The passage of Measure A, and the approval of other additional funding sources, have led to a significant increase in capital improvement projects requiring these services. Additional contract authority is needed to deliver these projects.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on March 12, 2018 and by Budget Analysis Officer Julissa José-Murray on March 19, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on April 3, 2018, to ensure continued delivery of professional engineering services.

 

FISCAL IMPACT

The aggregate contract authority will increase from $37,500,000 to $47,500,000. This increased amount is estimated based on current and anticipated projects with the Departments of Public Works, Airport, Development Services, Disaster Preparedness and Emergency Communications, Economic and Property Development, Long Beach Gas and Oil, Health and Human Services, Parks, Recreation and Marine, Police, and City Manager.

 

There is no appropriation increase requested at this time.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The number of local jobs created by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contracts.
