TITLE
Recommendation to adopt resolution authorizing a waiver of permit fees for work in connection with recent flooding to residents on Arlington Street from River Avenue to Hesperian Avenue. (District 7)

DISCUSSION
On February 17, 2009, the City Council approved an item related to flooding from recent storms in west Long Beach on Arlington Street. Several action steps were approved, including one pertaining to waiving applicable fees for homeowners making repairs to their homes caused by flooding. Under the City’s current fee resolution, the City Manager is not authorized to waive permit fees; the attached resolution grants that authority.

With Council approval, all City permit fees associated with work necessary to repair, correct, or replace flood or storm damaged items of properties located on Arlington Street between River Avenue and Hesperian Avenue will be waived. This waiver will be retro-active to cover necessary permits resulting from flooding on February 7, 2009.

This letter was reviewed by Assistant City Attorney Michael J. Mais on February 23, 2009 and by Budget Management Officer Victoria Bell on February 23, 2009.

TIMING CONSIDERATIONS
Immediate Council action is requested to implement recommendation.

FISCAL IMPACT
Given the damage caused by the February 7, 2009 flooding, it is anticipated ten to fifteen homes will require City permits for repair work. The permit value is estimated to be less than $15,000. Approval of the waiver will result in a reduction in revenue in the Development Services Fund (SR137) in the Department of Development Services.

Approve recommendation.
