TITLE
Recommendation to adopt Plans and Specifications No. R-7066 for traffic signal installation at four intersections; award the contract to PTM General Engineering Services, Inc., of Riverside, CA, in the amount of $711,011, authorize a 10 percent contingency in the amount of $71,101, for a total contract amount not to exceed $782,112; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments; and
Accept Categorical Exemption No. CE-14-037. (Districts 1,2,9)
DISCUSSION
City Council approval is requested to enter into a contract with PTM General Engineering Services, Inc. (PTM), for the installation of four traffic signals at the following locations:
1. 3rd Street and Lime Avenue
2. 4th Street and Obispo Avenue
3. Downey Avenue and 64th Street/Cedar Street
4. Bellflower Boulevard and Walnut Street
Installation of traffic signals at these locations (Exhibit A) will improve safety for pedestrians, bicyclists, and motorists. A Maintenance Agreement with the City of Bellflower related to the shared intersection at Downey Avenue and 64th Street/Cedar Street was approved by the City Council on September 5, 2017 (Exhibit B).
This bid was advertised in the Long Beach Press-Telegram on November 13, 2017, and 4,586 potential bidders specializing in civil engineering and construction services were notified of the bid opportunity. Of those bidders, 37 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Three bids were received on December 13, 2017. Of those three bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or Long Beach Businesses (Local), and two were certified Small Business Enterprises (SBEs). PTM General Engineering Services, Inc., of Riverside, CA (SBE), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 407 Long Beach vendors were notified to submit bids, of which none downloaded and submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
In conformance with the California Environmental Quality Act, Categorical Exemption No. CE-14-037 was issued for this project (Exhibit C).
This matter was reviewed by Deputy City Attorney Linda T. Vu on February 1, 2018 and by Revenue Management Officer Geraldine Alejo on February 5, 2018.
TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-7066 and award a contract concurrently is requested on February 20, 2018, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total project cost for traffic signal installation at four intersections is estimated at $931,000 and includes the contract award amount of $782,112 with a 10 percent contingency, and the cost of construction management, project support, and labor compliance. The project cost for the intersection at Downey Avenue and 64th Street/Cedar Street is supported by $175,000 of Council District Nine one-time infrastructure funds and $65,000 from the City of Bellflower appropriated in the Capital Projects Fund (CP). The remaining three intersection costs are supported by $696,000 appropriated in the Gas Tax Street Improvement Fund (SR 181). All project funds are appropriated in the Public Works Department (PW).
The Public Works Department will be responsible for the operation and maintenance for three of the new signals installed as part of this project. Following completion, staff estimates an annual General Fund expenditure of $10,000 for operations and maintenance. These costs are not currently budgeted, and will be requested as part of the FY 19 budget process. Approval of this recommendation will provide continued support to our local economy.
