TITLE

Recommendation to authorize City Manager, or designee, to execute First Amendments to Contract No. 34358 with HNTB Corporation, of Kansas City, MO, and Contract No. 34406 with Jacobs Engineering Group, Inc., of Pasadena, CA, for as-needed design engineering, construction management, and other related services at the Long Beach Airport, to increase the contract amounts by $6,000,000, for a revised total aggregate amount not to exceed $11,000,000, for the period ending August 28, 2020, including any necessary amendments, provided that the total aggregate amount is not exceeded.  (District 5)

 

DISCUSSION

On August 16, 2016, the City Council authorized the City Manager to execute contracts with HNTB Corporation (HNTB), and Jacobs Engineering Group, Inc. (Jacobs), for as-needed design engineering, construction management, and other related consulting services at the Long Beach Airport (Airport), in an aggregate amount not to exceed $5,000,000 for a period of four years, with the option to renew for two additional one-year periods.  The City of Long Beach (City) has historically used consultants on an as-needed basis to perform design, construction management, construction inspection, materials and laboratory testing, and other related services (Engineering Services).

 

Since the contracts were awarded, the Airport has initiated or completed Engineering Services for the primary projects, which included the Perimeter Security Improvements, Runway 7R-25L Improvements, and miscellaneous emergency repair work, for a combined total cost of approximately $5,500,000.  The August 16, 2016 Council letter noted that the Airport would return to the City Council for additional contract authority to support other Engineering Services.  Additional contract authority is now required for the design and construction management of the next phase of the Airport Capital Improvement Plan, which include the improvements to Taxiway C, the Phase II Terminal Area improvements, and other unforeseen, as-needed Engineering Services. 

 

This additional contract authority of $6,000,000 will cover approximately $2,250,000 for design and construction management of the Improvements to Taxiway C, $2,250,000 for construction and program management of Phase II Terminal Area improvements, and a 25 percent contingency in the amount of $1,500,000 for unforeseen, as-needed Engineering Services.  It is anticipated that approximately 90 percent of the $2,250,000 for Taxiway C will be covered with AIP grant funds. The remaining costs related to Taxiway C and Phase II Terminal Area improvements are anticipated to be funded with other Airport funding including applicable PFC funding.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on December 28, 2017 and by Revenue Management Officer Geraldine Alejo on January 2, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on January 23, 2018, to allow timely completion of the next planned Engineering Services for design of the improvements to Taxiway C and the project management staff support for Phase II Terminal Area improvements at the Airport. 

 

FISCAL IMPACT

The revised aggregate contract amount will not exceed $11,000,000. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  It is anticipated that the amended contracts will continue to have a positive impact on the local job market.
