TITLE
Recommendation to request City Manager to work with appropriate staff to report to Council within 30 days on a potential MOU executed between public safety and Water and Gas Departments. Public safety enterprise fund services and weighted costs must be addressed appropriately by all departments.

DISCUSSION
BACKGROUND:

Several city departments and functions are classified and budgeted as enterprise activities because they provide a service or product and produce revenue. These functions and departments mayor may not be managed by the City Manager but are no less part of the City of Long Beach. Among the entitles are the Port of Long Beach, Gas and Oil, the Water Department and the Long Beach Airport (LGB) and greater tidelands area, and others. These departments do not generate general fund dollars but do and should bear the direct costs associated with the provision of direct public safety services and others. Significant and costly specialized public safety assets and other equipment are kept on hand should a major homeland security or threat be incurred due to the existence of these functions in our city.

In order to ensure that the general fund is not carrying the financial burden of the non- general fund activities an in-house management review should be conducted to review the following:

• Review of fire related calls and costs for service involving gas, water, water equipment maintenance, sewer, and oil; and

• Creation of a Memorandum of Understanding (MOU) funding public safety with Water and Gas Departments, similar to existing MOU's with Airport and Harbor Departments.

FISCAL IMPACT
There is no significant fiscal impact with requesting City Management to report to Council on options for the policy described herein as this research is anticipated to be completed by existing city staff resources.

SUGGESTED ACTION
Approve recommendation.
