DISCUSSION

LB Oceanaire Development, LLC, owner of the property at 150 West Ocean Boulevard, is developing the site into a 216-unit, multi-family/mixed-use apartment complex. To accommodate the new use, it is necessary that an easement be granted to Southern California Edison (SCE) to allow for the installation of electrical equipment (Exhibit A). This new equipment will allow SCE to deliver electrical services to the new development. Expanded electrical services are part of the plans for the construction of the new apartment and retail buildings.

 

City staff conducted a review of affected City departments and there were no objections to the proposed easement. In conformance with the California Environmental Quality Act (CEQA), certified Mitigated Negative Declaration MND 03-15 was issued for the project (Exhibit B).

This matter was reviewed by Deputy City Attorney Linda T. Vu on November 13, 2017 and by Budget Analysis Officer Julissa José-Murray on November 7, 2017.

 

TIMING CONSIDERATIONS

City Council action on this matter is not time critical.

 

FISCAL IMPACT

A grant of easement processing fee in the amount of $2,108 was deposited in the General Fund (GF) in the Public Works Department (PW). Approval of this matter will provide continued support to the local economy.

 

SUGGESTED ACTION

Approve recommendation.
