Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 34621 with the County of San Bernardino for use of the San Bernardino County Sheriff Department’s Weapons Firing Range Facilities, increasing the contract amount by an additional $8,960, for a total annual contract amount not to exceed $20,000, with an option to renew for an additional one-year period, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested for the Long Beach Police Department (LBPD) to execute an amendment to Contract No. 34621 with the San Bernardino County Sheriff Department for the use of their Weapons Firing Range Facilities (Range).

 

On May 9, 2017, the City Council awarded a contract with the San Bernardino County Sheriff Department for use of their Range because the LBPD Pistol Range was under construction and not available for basic firearms training. The initial term was through June 30, 2017, with the option to renew for an additional one-year period. An amendment is requested to increase the annual amount for the period through June 30, 2018, and include an additional one-year renewal term.

 

At the time of the contract execution, the anticipated date of project completion was December 2017. Due to unforeseen circumstances, the LBPD Pistol Range will remain under construction and unavailable for firearms training through 2018. Due to restrictive timelines of the LBPD Police Recruit Classes, LBPD has a continued need to utilize an outside agency’s range to train police recruits.  Police recruits will be using the Range to fulfill their POST-mandated basic firearms training.  Upon completion of construction, the LBPD Pistol Range will be reopened and available for all firearms training.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on November 2, 2017 and by Budget Management Officer Rhutu Amin Gharib on November 6, 2017.

 

TIMING CONSIDERATIONS

City Council action to approve this recommendation is requested on December 5, 2017, to ensure the contract amendment is in place expeditiously.

 

FISCAL IMPACT

The requested action increases the current contract authority by $8,960, for a revised annual contract amount not to exceed $20,000.  Sufficient funds to support the increased authority are budgeted in the General Fund (GF) in the Police Department (PD).  There is no local job impact associated with this recommendation.
