Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the State of California Department of Public Health, Office of AIDS, to accept and expend funding in the amount of $241,339 for the provision of HIV/AIDS Health Care/Early Intervention Services, for the period of September 30, 2017 through September 29, 2018. DISCUSSION
For the past 29 years, the California Department of Public Health, Office of AIDS (State) has contracted with the City, through the Health and Human Services Department (Health Department), to provide the HIV Care Program (HCP), formally known as the HIV Early Intervention Program (EIP). The HCP provides quality of life enhancement to those individuals infected with, and affected by, HIV. Integrated into HCP services are Early Intervention Services (EIS), which provide additional funding to assist in preventing further transmission and reduce the impact of HIV/AIDS.
The HCP provides comprehensive medical services including diagnostic testing, case management, health education, treatment coordination and advocacy, counseling and specialty referrals, and other direct linkages to outside services as needed. The EIS portion of these services include target testing, referral services, access, linkage and outreach services. Additionally, EIS funding supports data to care activities, including HIV surveillance and disease investigation services. These funds also provide for those who test negative by assisting them into accessing Pre-Exposure Prophylaxis (PrEP). These new funds will increase our client caseload by 100 unduplicated clients per-year. The City still maintains a high incidence and rate of HIV disease. This funding provides for the necessary services to work towards reducing these rates.
