TITLE

DISCUSSION
Health Net Community Solutions, Inc. (Health Net), has requested to enter into a MOU with the Long Beach Health and Human Services Department (Health Department) for the Health Department to provide clinical services to eligible enrollees under its various health coverage plans.

Under the terms of the MOU, enrollees will be referred to the Health Department, subject to the Health Department’s availability and capacity to provide such services. The Health Department will provide non-emergency “covered” health care services, and will bill Health Net for services rendered. Under this MOU, the Health Department will benefit from the increased capacity, provision of client services, and increased revenue for the provision of these services.

The term of the MOU will end upon the termination or nonrenewal of the Medi-Cal Agreement. Such termination of obligations shall be accomplished by delivery of written notice to the City of the date upon which such termination shall become effective, but in no event, shall such termination become effective prior to ten days after receipt of such notification and, unless specifically renegotiated or terminated, will automatically renew from year to year under the same terms and conditions.

TIMING CONSIDERATIONS
City Council action is requested on December 5, 2017, to have the MOU in place for a December 6, 2017 start date.
