TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents to receive and expend grant funding in the amount of $115,000 from the National Institute of Justice FY 2017 Paul Coverdell Forensic Science Improvement Grants Program; and
Increase appropriations in the General Grants Fund (SR 120) in the Police Department by $115,000, offset by grant revenue. (Citywide)
DISCUSSION
City Council approval is requested to receive and expend grant funding from the U.S. Department of Justice, Office of Justice Programs, National Institute of Justice. The Long Beach Police Department (LBPD) was awarded grant funding for the FY 2017 Paul Coverdell Forensic Science Improvement Grants Program (Coverdell 17) in the amount of $115,000.
The grant funds will be used to purchase a Laboratory Information Management System (LIMS) and associated training for the LBPD Investigations Bureau, Forensic Science Services Division. The purchase of a LIMS will improve efficiency of analysis and standardization of data entry. The grant term is January 1, 2018 to December 31, 2018.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita and by Budget Management Officer Rhutu Amin Gharib on November 6, 2017.
TIMING CONSIDERATIONS
City Council action is requested on December 5, 2017, to expedite the use of the grant funds.
FISCAL IMPACT
The Coverdell 17 grant is currently unbudgeted. Therefore, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $115,000 is requested. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.
