Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with People Assisting the Homeless in the amount of $113,750, for the support and development of a regional Homelessness Strategy and subsequent Gateway Cities Homeless Action Plan, for the period of July 1, 2017 through June 30, 2018.  (Citywide)

 

DISCUSSION

The Gateway Cities Council of Governments (COG) consists of 27 cities that meet regularly to strategize on the resolution of regionally relevant issues.  In 2008, the Gateway Cities COG was awarded $1.16 million through the County of Los Angeles’ Homeless Prevention Initiative (HPI).  The funding would support the development of a regional Homelessness Strategy and subsequent Gateway Cities Homeless Action Plan. Key elements of the Plan include identifying homeless “hot spots” and encampments, facilitating rapid re-housing for individuals and families, and developing permanent housing opportunities with needed supportive services. The Los Angeles County Board of Supervisors approved an extension for the COG in 2014, and, again in 2015, for continued provision of homeless services. Funding was approved for an additional year in June 2016 in the amount of $1.16 million and again in June 2017 for an additional $1.16 million for continued services through June 2018.

 

PATH was selected by the COG as the consultant to coordinate implementation and to subcontract with each of four Local Coordinating Alliances (LCA 4).  The City of Long Beach Department of Health and Human Services, Homeless Services Division, coordinates services for the Long Beach and Signal Hill cities within LCA 4.  The City will be awarded $113,750 through June 30, 2018, to provide street outreach, engagement and housing placement services, while coordinating efforts across the 27 cities Regional Action Plan.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on November 7, 2017 and by Revenue Management Officer Geraldine Alejo on November 10, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on December 5, 2017, to commence street outreach, engagement, and housing placement within the LCA 4 region.  Delays from the funding agency prevented this agreement from being executed earlier.

 

FISCAL IMPACT

The City will receive reimbursement funding up to $113,750 for the period of July 1, 2017 through June 30, 2018.  Sufficient funds are appropriated in the Health Fund (SR 130) in the Health and Human Services Department (HE).  No matching funds are required, and there is no local job impact associated with this recommendation.
