TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and any related documents, with Platt College Los Angeles, LLC, to facilitate student internship opportunities at the Department of Parks, Recreation and Marine, Animal Care Services facility, for a period of four years, December 1, 2017 through November 30, 2021.  (District 5)

 

DISCUSSION

The Department of Parks, Recreation and Marine (PRM) received a proposal from Platt College Los Angeles, LLC (Platt), requesting that PRM facilitate student internships at the Animal Care Services facility.  PRM will benefit from the proposed four-year agreement, as the student interns will provide labor and services at no cost to the City of Long Beach (City) in exchange for the learning experience gained through the internship.  Intern partnership requests are not new to PRM, as several local California State Universities have also placed student interns at PRM facilities in the past.

 

PRM will directly supervise each student intern and will submit time worked information and performance reports to Platt.  Platt will be responsible for providing all student orientations, placements, and the provision of liability and workers' compensation insurance while the students are interning at PRM. The City will not incur any direct costs from the proposed agreement.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green and by Budget Operations Administrator Grace Yoon on October 18, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on November 14, 2017, to enable the execution of the agreement so that Platt may begin placing interns at the Animal Care Services facility.

 

FISCAL IMPACT

As all costs will be borne solely by Platt, there will be no fiscal impact associated with the approval of the proposed four-year agreement.  Since all interns will be placed at PRM’s facility, it is anticipated that there may be a temporary positive job impact associated with this recommendation.
