TITLE
Recommendation to authorize City Manager, or designee, to increase Blanket Purchase Order No. BPAP18000001 with John Bean Technologies Corporation, dba JBT Aerotech Services, a Delaware corporation, for Airport Baggage Handling Systems maintenance services, by $145,437 for a total amount not to exceed $245,437. (District 5)
DISCUSSION
City Council approval is requested to increase the existing Blanket Purchase Order (BPO) with John Bean Technologies Corporation, dba JBT Aerotech (JBT), by $145,437 for Airport Baggage Handling Systems maintenance services at Long Beach Airport (Airport) until a new contract is awarded. Services include routine maintenance and cleaning of the baggage handling system, repairing and replacing parts and components, and responding to service calls seven days a week.
On November 12, 2013, the City Council awarded a two-year contract to JBT with the option to renew for two additional one-year periods, to perform maintenance and capital improvements for the baggage handling systems at the Airport, in an amount not to exceed $1,114,991, for the initial term and an annual amount not to exceed $300,000 for each renewal option, with an expiration date of October 31, 2017. To ensure continuation of maintenance services until a new contract is in place, JBT is currently providing baggage handling systems maintenance services to the Airport under an interim purchase order issued pursuant to the City’s purchasing guidelines. A formal procurement process is expected to be completed no later than February 2018. Based on past cost of services, an increase of $145,437 to the BPO is needed for services through February 2018, which will provide adequate time for the formal procurement process to be completed.
The Airport is mandated by federal regulations to maintain and operate a safe, secure and efficient airport and facilitating air travel services. The Airport Baggage Handling Systems are crucial to meeting these requirements, and any lapse in service will adversely impact Airport operations.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on October 24, 2017 and by Revenue Management Officer Geraldine Alejo on October 30, 2017.
TIMING CONSIDERATIONS
City Council action is requested on November 14, 2017, to ensure that maintenance services for the Airport Baggage Handling Systems are uninterrupted.
FISCAL IMPACT
BPO No. BPAP18000001 will increase by $145,437 for a total amount not exceed $245,437. Funds for these services are budgeted in the Airport Fund (EF 320) in the Airport Department (AP). Continuing to receive these services from JBT will provide support to our local economy by assisting in the preservation of employment for three full-time employees residing in Long Beach.
