DISCUSSION
City Council approval is requested to enter into a contract with Sully-Miller Contracting Company, for the construction of the Willow Street Pedestrian Improvements Project (Project).

On January 16, 2007, the City Council authorized staff to apply for grant funding for the Project under the Los Angeles County Metropolitan Transportation Authority’s (Metro) 2007 Call for Projects. A grant for the Project, in the amount of $2,180,000, was subsequently approved by the Metro Board of Directors on September 27, 2007. On January 25, 2010, the Metro Board of Directors executed the Funding Agreement for the Project.

The Project provides pedestrian-oriented improvements to Willow Street including lighting, median and parkway landscaping, signage, bus stops, and crosswalk treatments. The total Project length is approximately 1.1 miles along Willow Street from Golden Avenue to Atlantic Avenue. Median landscape improvements include new trees, drought-resistant planting, water conservation irrigation, color concrete, decorative tile, and a sign.
