DISCUSSION
City Council approval is being requested to enter into a contract with Rehrig Pacific Company for the purchase and delivery of refuse containers to support the Public Works Department’s ongoing residential and commercial refuse operation. The Public Works Department, Environmental Services Bureau (ESB), is requesting to purchase containers to replace damaged and aged ones that have exhausted their useful life, or deploy new refuse or recycling containers throughout the City, as needed.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

ESB, with the assistance of the Purchasing Division, investigated procurement options and learned that Miami-Dade County, Florida, had completed a competitive bid process for waste carts, recycling carts, and related products and services and the bid was awarded to Rehrig Pacific Company. Rehrig is willing to extend its pricing under this bid to the City. ESB has used this vendor in the past and received effective and efficient service and products. This cooperative purchase agreement will facilitate the continuous acquisition of refuse and/or recycling containers and provide cost benefits to the City.
