DISCUSSION
On May 23, 2017, the City Council awarded a contract to KOA, for the preparation of a Downtown Long Beach Area Parking Study (Study) for an amount not to exceed $269,755, for a period of 18 months, with the option to renew for an additional six-month period. The Study is required by the Settlement Agreement and Release of Claims with Long Beach Transportation and Parking Solutions (LBTAPS), to undertake a comprehensive on-street and off-street parking analysis that involves developing a public and private parking system inclusive of parking users in portions of the Downtown Long Beach and Alamitos Beach areas. Since the contract was established, the overall scope of work has expanded to include more community outreach services to the general public, local neighborhoods, residents, and business owners in the Downtown Long Beach and Alamitos Beach study areas than originally anticipated. Community outreach allows for a better and more accurate understanding of the parking issues and concerns.

City Council approval is requested to amend Contract No. 34629 with KOA to increase the contract amount by $63,718, for a revised contract amount not to exceed $333,473. This additional spending authority is needed to fund these outreach activities.

This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on September 18, 2017 and by Budget Management Officer Rhutu Amin Gharib on September 21, 2017.
