TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the Los Angeles Community College District to receive Full-Time Equivalent Student State funding, for instructional services provided by the Long Beach Police Department, for a period of one year with the option to extend for additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into an agreement with Los Angeles Community College District, on behalf of East Los Angeles College (ELAC), to provide educational courses approved by ELAC through LBPD's training programs. ELAC is an accredited educational institution empowered to grant college credits for approved educational training courses. LBPD conducts educational training programs designed for entry level law enforcement personnel and continued educational training courses for advanced law enforcement personnel. The educational training courses are approved for
college credits through ELAC.
The agreement allows for instructional services and college credits for LBPD. The students receive training at LBPD facilities for courses that are required by the Commission on Peace Officer Standards and Training (POST). Students will receive college credits from ELAC for the courses taught by LBPD instructors. ELAC will pay LBPD based on student instructional hours or Full-Time Equivalent Students (FTES) in accordance with State guidelines.
The term of this agreement is from July 1, 2017 to June 30, 2018, with the option to extend for additional one-year periods. This agreement may be terminated with 60 days written notice by either party.
