DISCUSSION
City Council action is requested to receive and file the contract award to Diversified Waterscapes, Inc., made on August 25, 2017, to address the public health risks of Harmful Algal Blooms (HABs) identified at El Dorado East Regional Park lakes, including the lakes within the El Dorado Nature Center. The Regional Water Quality Control Board and the Health and Human Services Department have both advised that the public health risk posed by HABs must be mitigated through continued sampling, testing and treatment. This will provide monitoring and treatment for the presence or absence of the algae and any related toxins.

Current weather conditions are ideal for continued growth, if not treated. With the standard bidding process averaging 120 days, public exigency necessitated the declaration of a local emergency under Long Beach Municipal Code (LBMC) Chapter 2.69, and the use of emergency procurement procedures under LBMC Chapter 2.85. Any delay would have increased risks to public health and wildlife.

The Parks, Recreation and Marine Department requested to increase Purchase Order POPR17000010 to a revised amount not to exceed $336,000 for the continued treatment of the El Dorado East Regional Park lakes. This action is an interim solution until the Request for Proposals (RFP) for Lake Water Quality Management (RFP PR17-136) can be awarded. This RFP is currently posted on the City’s electronic bidding system with a September 14, 2017 deadline.
