TITLE

DISCUSSION
In 2007, the Gateway Council of Governments formed the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) to pursue state and national level grant funding opportunities related to water quality projects. GWMA’s bylaws require renewal of all appointments every two years.

In accordance with the GWMA bylaws, the term of all existing board members will expire on September 30, 2017. Terms of office for newly appointed Board Members and Alternates will commence on October 1, 2017 and terminate on September 30, 2019. Furthermore, all non-Legislative Body appointments to the GWMA Board must be adopted by Resolution.

Staff recommends appointing Melissa You, Stormwater/Environmental Compliance Officer, as the primary GWMA board member, and appointing Alvin Papa, Assistant City Engineer, as the designated alternate. Mrs. You was hired in August 2017 to serve as the City’s Stormwater/Environmental Compliance Officer and has the experience necessary to fulfill the requirements of the position.

The City of Long Beach (City) has been an active participant since the formation of the GWMA. Currently, Anthony Arevalo, former Stormwater/Environmental Compliance Officer, is the primary board member, with Sean Crumby, Deputy Director of Public Works/City Engineer, designated as the alternate.

This matter was reviewed by Deputy City Attorney Amy R. Webber on August 28, 2017 and by Budget Management Officer Julissa José-Murray on August 31, 2017.
