TITLE

DISCUSSION
The Long Beach Police Department (PO) was recently awarded grant funding from the U.S. Department of Justice, Bureau of Justice Assistance, Office of Juvenile Justice and Delinquency Prevention FY 08 Earmark Program in the amount of $254,889. The term of the grant is October 1, 2008 through September 30, 2009. The grant monies will be used for overtime for operations such as: truancy sweeps, night-time loitering enforcement, paint decoy, probation searches, and for travel and training, and equipment purchases. In the PO proposal, portions of the funding were allocated to the Police Athletic League (PAL) and DARE, which have been eliminated from the City budget. The PO has discussed the changes to the operations with the grantor and will be allowed to submit a grant modification. Upon City Council approval, the PO will submit the modification in order to reallocate dollar amounts to realign the grant with the new City budget.

This item was reviewed by Deputy City Attorney Gary Anderson on October 14, 2008 and Budget Management Officer Victoria Bell on December 4, 2008.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 3, 2009, to expedite use of the grant funds.

FISCAL IMPACT
The FY 08 Earmark grant is currently unbudgeted; therefore, an appropriation increase in the amount of $254,889 in the General Grants Fund (SR120) and in the Police Department (PO) is included in the recommendation. The expense appropriation will be fully offset by grant revenues, and the grant does not require matching funds.
