Recommendation to authorize City Manager to execute all documents with the Harbor Department of the City of Los Angeles to provide employment services to the Port, with cost reimbursement totaling $138,958 for the term of October 1, 2008 through September 30, 2009, and to execute any subsequent amendments that change the terms or reimbursement. DISCUSSION
The Workforce Investment Network (Network) has prioritized the transportation and goods movement sectors as key industries for investment of resources and partnerships that benefit residents and business alike. The twin Ports' Clean Trucks Program has provided specific opportunity for the Network to assist concessionaires in Long Beach and Los Angeles with drayage driver and other employment needs.
The Network has coordinated closely with Port of Long Beach staff on a strategy that is responsive to helping market job openings at involved trucking companies. To that end, a dedicated web portal has been created to assist in connecting job seekers independent owner operators and/or employees - with drayage opportunities, and Port staff has assisted in early outreach. Additional strategies for expanded promotion of the Network's available workforce development services and career pathways strategies are underway with Port staff.
The Network's role in operating the San Pedro-based Harbor WorkSource Center for the City of Los Angeles has led to similar coordination with the Port of Los Angeles. In that case, dedicated project staff have been requested to assist the Port in working with its licensed motor carriers in connecting with the necessary drayage drivers.
Accordingly, the Network and Port of Los Angeles have negotiated a service agreement that will fully reimburse the Network's costs of providing labor exchange services to the drivers and the employers involved in the Clean Truck Program. That Agreement will provide for $138,958 in reimbursed costs for an initial one-year period.
