TITLE
Recommendation to authorize City Manager to execute all documents with the South Bay Center for Counseling to receive Workforce Investment Act funds totaling $64,139 for the portion of a Veterans Employment Assistance Program, and to execute any subsequent grant and contract amendments that change the terms or funding. (Citywide)

DISCUSSION
The South Bay Center for Counseling (SBCC) and the Workforce Investment Network (Network) partner on a number of industry sector, youth development and L.A. Countyfunded projects to support opportunities for residents and businesses. Similar to the Network and its Orange County Workforce Investment Bureau (WIB) counterpart, the SBCC submitted a Los Angeles-area application to the State's Labor and Workforce Development Agency to implement employment services to veterans. The SBCC project was selected for funding of up to $1,000,000 under this solicitation.

The Los Angeles Initiative for Veterans Employment (LIVE) project will recruit, train and place 120 veterans, with an emphasis on recently separated and combat veterans, in high-wage, high-growth career pathways, including the energy industry. In support of this project, the Network will receive $64,139 to provide outreach and recruitment of targeted veterans to assist in reaching enrollment goals, conduct Workforce Investment Act eligibility determinations and enrollments into LIVE, and assess the mathematics, English, reading comprehension and mechanical aptitudes of potential candidates.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on January 5, 2009 and by Budget Management Officer Victoria Bell on January 2,2009.

TIMING CONSIDERATIONS
City Council action is requested on January 20, 2009 in order to facilitate processing of required documents.

FISCAL IMPACT
