TITLE

DISCUSSION
The Emergency Food and Shelter National Board Program (EFSP) was created in 1983 to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance. This collaborative effort between the private and public sectors has disbursed over $4.1 billion in federal funds during its 34-year history. The EFSP has community Boards that allocate federal funds to supplement the work of local agencies providing food, shelter, rental assistance, and utility assistance.

The Los Angeles EFSP Local Board has provided grant funding to the City of Long Beach Department of Health and Human Services since 2004. This year’s grant award for emergency motel vouchers was awarded on June 29, 2017, in the amount of $11,093 for the period of October 1, 2016 through December 31, 2017. These motel vouchers are used for short-term placement to help stabilize individuals and families experiencing homelessness served through the Long Beach Multi-Service Center, while case management staff secures a longer shelter stay.

This matter was reviewed by Deputy City Attorney Linda T. Vu on July 14, 2017 and by Revenue Management Officer Geraldine Alejo on July 24, 2017.

TIMING CONSIDERATIONS
City Council action is requested on August 8, 2017, to allow reimbursement for activities funded by this program.
