DISCUSSION
Since 2004, the State of California (State) has allocated funds for local health jurisdictions to plan and prepare for a worldwide flu outbreak and to mitigate the potential impact of such a pandemic. On September 20, 2011, the City Council approved the acceptance of funding from the State to commence pandemic influenza preparedness. The 2017 State Budget included an allocation of State General Funds to local health jurisdictions to continue this effort. The City has been awarded $379,040 to be used to update the local jurisdiction’s pandemic influenza preparedness and response plan consistent with State guidance, and improve disease surveillance detection and response efforts.

TIMING CONSIDERATIONS
City Council action is requested on August 8, 2017, to facilitate commencement of projects supported by this funding.

FISCAL IMPACT
The City has been awarded $379,040 for five years as part of the 2017 State allocation for the program. An appropriations increase is requested in the amount of $69,746 for the first two years of the program period in the Health Fund (SR 130) in the Health and Human Services Department(HE).
