DISCUSSION

On July 22, 2014, the City Council adopted Specifications No. RFP PW-14-005 and awarded contracts to AHBE Landscape Architects, Hirsch & Associates, Inc., Mia Lehrer & Associates, and RJM Design Group, for as-needed landscape architectural services for a two-year term, with the option to extend the term for three additional one-year terms, in an aggregate amount of $3,000,000 for the entire term.  The contracts have been extended once, with two one-year renewal options remaining.  No additional funds have been added to the contracts.

 

Since the original approval of these contracts, the City has delivered numerous projects requiring landscape architecture design services.  These range from park improvements, capital projects in the Tidelands area and improvements in the public right-of-way including parkways and medians.  The demand for architectural design has increased since Measure A was approved, leading to a significant increase of approved projects that require timely implementation.  Additional contract authority is needed to deliver these projects. 

 

An additional one-year renewal is also requested to align the as-needed landscape architecture services contracts with the as-needed architectural services contracts that were approved by the City Council on June 2, 2015.  This will allow the contracts to run concurrently through 2020, and provide for a streamlined procurement process for professional design services once the contracts expire.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 25, 2017 and by Budget Analysis Officer Julissa Jose-Murray on May 30, 2017.                     

 

TIMING CONSIDERATIONS

City Council action is requested on June 13, 2017, to ensure continued delivery of as-needed landscape architecture services.

 

FISCAL IMPACT

The aggregate contract authority for landscape architectural services will increase from $3,000,000 to $7,000,000.  There is no appropriation requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The number of local jobs created by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract.
