DISCUSSION

City Council approval is requested to enter into contracts with 11 professional firms for providing as-needed urban planning design services. 

 

As the City continues to incorporate livability in its planning and design efforts, innovative approaches are necessary for increasing walkability, bikeability, swimability, and promoting other healthy and active options through urban design implementation. These approaches include active transportation; complete streets, parks, and open space development; sustainable growth; community development; and, crime prevention through environmental design, architecture, and urban planning design services.  The as-needed urban planning design services will be required for a wide range of capital projects and planning efforts, from feasibility studies to full design services.

 

A Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on March 8, 2017, and 4,759 potential firms specializing in urban planning design services were notified of the RFP opportunity.  Of those firms, 143 downloaded the RFP via the City’s electronic bid system.  The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. A total of 39 proposals were received on March 30, 2017.  Of those 39 proposers, 5 were Minority-owned Business Enterprises (MBEs), 6 were Women-owned Business Enterprises (WBEs), 16 were certified Small Business Enterprises (SBEs), and 7 were Long Beach-based businesses (Local).

 

A Selection Committee, comprised of City staff from the Departments of Public Works, Economic and Property Development, and Development Services, evaluated the 39 proposals based on the following RFP criteria:

 

                     Demonstrated competence

                     Experience in performance of comparable engagements

                     Reasonableness of cost

                     Expertise and availability of key personnel

                     Financial stability

                     Conformance with the terms of the RFP

                     Response to supplemental questions

 

The Selection Committee determined the following 11 firms were the most qualified and responsive based on the specified criteria (Exhibit A):

                     City Fabrick, of Long Beach, CA (Local)

                     Environ Architecture, Inc., of Long Beach, CA (Local)

                     Kamus Keller, Inc., of Long Beach, CA (Local)

                     Studio 111, of Long Beach, CA (Local)

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFP specifications.  Through outreach, 539 Long Beach vendors were notified to submit proposals, of which 14 downloaded and 7 submitted a proposal.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 4, 2017 and by Budget Analysis Officer Julissa José-Murray on May 15, 2017.                     

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PW17-059 and award contracts concurrently is requested on June 13, 2017, to ensure that the contracts are in place expeditiously.

 

FISCAL IMPACT

The aggregate contract authority of $15,000,000 is estimated based on current and anticipated projects.  There is no appropriation requested at this time. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council.  The number of local jobs created by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract.
