TITLE

Recommendation to authorize City Manager, or designee, to approve a fee waiver for the use of dock space for visiting vessels in Alamitos Bay Marina for Long Beach Race Week, in an amount not to exceed $20,000, during the period of June 19, 2017 through June 26, 2017.  (District 3)

 

DISCUSSION

Long Beach Race Week is a three-day event, hosted by the Alamitos Bay Yacht Club (ABYC) and the Long Beach Yacht Club (LBYC).  It is an annual sailing regatta for keelboats and ocean racing catamarans. It is the final leg of the major Southern California regattas, which include the Ahmanson Cup, the Yachting Cup, and Cal Race Week.  During this week, various races will take place, including the Catalina 37 National Championship, the Shock 35 Pacific Coast Championship, and various J-Class races, which are part of the Southern California High Point Series.  This year’s event is expected to attract up to 150 teams, with approximately 1,500 boating enthusiasts, including sailors, support teams, families, and friends.  Regional participants include sailing teams from the states of Washington, California, and Arizona.  California participants from as far north as McKinleyville and as far south as San Diego will compete for the top prizes.

 

ABYC and LBYC have requested that docking fees for visiting vessels, in an amount not to exceed $20,000, be waived for participants of the various races.  This sailing event attracts state and regional media attention for the City of Long Beach, along with additional revenue to local businesses such as hotels, restaurants, grocery and boating supply stores, as well as other retail establishments. These benefits outweigh the revenue loss resulting from the waived dock fees.  This event is consistent with the Department of Parks, Recreation and Marine’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach marinas.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 18, 2017 and by Budget Management Officer Rhutu Amin Gharib on May 22, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on June 13, 2017, to reserve the required dock space in Alamitos Bay Marina prior to the start of the event.

 

FISCAL IMPACT

The value of the fee waiver shall not exceed $20,000.  Since no additional revenue specifically related to dock fees for visiting vessels during Long Beach Race Week was budgeted, there is no fiscal impact associated with the proposed fee waiver.  There is no local job impact associated with this recommendation.

Approve recommendation.
