Recommendation to authorize City Manager, or designee, to execute a Sixth Amendment to Contract No. 31137 with CH2M Hill, Inc., of Santa Ana, CA, for engineering services for the Deforest Wetlands Restoration Project, to increase the contract amount by $348,496, for a total amount not to exceed $1,451,367 and extend the current contract term one additional year to April 30, 2019.  (Districts 8,9)

 

DISCUSSION

City Council action is requested to amend Contract No. 31137 with CH2M Hill, Inc., by increasing the contract amount by $348,496, and extending the contract term by one year to April 30, 2019.

 

On December 16, 2008, the City Council selected CH2M Hill, Inc. (CH2M), to provide specialized engineering design services, contractor procurement support, and technical support, and biological monitoring during construction for the DeForest Wetlands Restoration Project (Project).

 

The Project provides native-habitat restoration, water quality improvement, and enhanced opportunities for passive recreational use on a 29-acre parcel located near the existing DeForest Park Nature Center in Long Beach.  The nature center lies along the Los Angeles River, north of Long Beach Boulevard and south of the developed portions of DeForest Park.  It is part of the larger stormwater detention basin that includes open lands from Del Amo Boulevard north to DeForest Park, which collectively comprise the Project site.  The Project includes enhancement of existing on-site wetlands and native vegetation plantings, removal of non-native species, and recreational improvements including trails and interpretive signs.  The Project design was completed in July 2014.  Construction was awarded to C. W. Crosser in May 10, 2016 and began on August 29, 2016, with a tentatively scheduled completion of April 2018.

 

Due to the recent storms, additional storm cleanup was required and unanticipated changes to the site’s physical conditions occurred.  In addition, Los Angeles County has requested ramp modifications and Los Angeles County Sanitation District requested additional utility design and review.  These unforeseen events required changes to the final design documents for plant design and modifications to ramps, trails, and grading. Additionally, utility design review and coordination, agency coordination, construction support, and submittal review are also now required.  The additional contract authority is needed for the design services and Quality Assurance/Quality Control services that are required during construction.  Existing grant funding will absorb these costs, but currently there is insufficient contract authority and contract term to complete the additional work incurred by the unforeseen events.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 16, 2017 and by Budget Analysis Officer Julissa Jose-Murray on May 25, 2017.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on June 13, 2017, to ensure timely payment for services rendered outside of the contract’s original scope of work and current contract amendments.

 

FISCAL IMPACT

The revised contract authority will not exceed $1,451,367, and includes engineering support and construction oversight.  Sufficient appropriations are budgeted in the Capital Projects Fund (CP) in the Public Works Department (PW).  The amendment to this contract will provide continued support to our local economy by assisting in the preservation of six employees residing in Long Beach.
