Recommendation to request City Attorney to prepare an ordinance amending Chapter 18.17 - Transportation Improvement Fee (TIF) of the Long Beach Municipal Code to include conducting a Transportation Improvement Fee Nexus Study and a Transportation Impact Analysis Guidelines Study on the list of eligible uses of TIF funds. (Citywide)
DISCUSSION
The City of Long Beach’s TIF program was one of the first enacted in California in 1990. As part of the enactment, the City conducted the required nexus study to determine if it was appropriate to assess a TIF, as well as to identify eligible projects that could be paid for out of the fund that was to be established.
Long Beach Municipal Code (LBMC) Chapter 18.17 defines the current TIF program, calculation, and eligible projects that can be funded. Staff proposes amending the LBMC to include “conducting a Nexus Study to update Transportation Improvement Fee” and “conducting Transportation Impact Analysis Guidelines Study” as eligible uses of TIF funds.
The Nexus Study and Transportation Impact Analysis Guidelines Study are needed to serve the City’s goal of enhancing multimodal transportation, and for use in California Environmental Quality Act review in compliance with the new Senate Bill No. 743 (SB 743). The City is seeking proposals for qualified consultants to conduct the Nexus Study, Transportation Impact Analysis Guidelines Study, and TIF program update.
This matter was reviewed by Assistant City Attorney Michael J. Mais on May 1, 2017 and by Budget Analysis Officer Julissa José-Murray on May 19, 2017.
TIMING CONSIDERATIONS
City Council action is requested on June 6, 2017, so the LBMC can be amended expeditiously.
FISCAL IMPACT
There is no fiscal or local job impact associated with this recommendation.
