DISCUSSION
The State of California Department of Housing and Community Development (HCD) administers the California Emergency Solutions Grant (ESG) Program, which funds activities eligible under the Federal ESG Program, including rapidly rehousing individuals and families, and preventing families and individuals from becoming homeless. The HCD has established a dedicated Continuum of Care Allocation available for California communities that are able to be administered locally through an Administrative Entity (AE) of State ESG funds. The City of Long Beach was recently designated by HCD as an AE of State ESG funds for a Rapid Rehousing and Homelessness Prevention Project (Project), which is critical to meeting the diverse needs of those served through the Long Beach Continuum of Care (CoC).

The Health Department released a Request for Proposals (RFP) on March 13, 2017 to select a non-profit agency for the Project. The proposal review process was conducted by an ad hoc Proposal Review Committee, comprised of three Homeless Services Advisory Committee members. One Project proposal was selected for funding in the amount of $176,780.
