TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and any subsequent documents or amendments, with the County of Los Angeles Probation Department, for the coordinated implementation of the Safe Passages Law Enforcement/Prevention Programs, in an annual amount not to exceed $200,000, for a period of one year, with the option to renew for additional one-year periods, upon written approval of both parties; and
Increase appropriations in the Special Revenue Fund (SR 120) in the Police Department (PD) by $200,000, offset by reimbursement revenue. (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with the County of Los Angeles Probation Department (Probation) to implement Safe Passages Law Enforcement/Prevention Programs (Safe Passages). The initial term of the MOU will be for one year. Any additional renewals commencing after the first year will be subject to written approval by LBPD and Probation. Funding in an amount not to exceed $200,000, will be provided to LBPD by Probation through the Juvenile Justice Crime Prevention Act (JJCPA).
The purpose of the MOU is to implement Safe Passages through patrolling techniques applied at identified service areas to address the problems of violence, intimidation and harassment in and around these sites. The MOU establishes the terms and conditions in which the services and responsibilities between LBPD and Probation will be provided. Under the terms of the MOU, LBPD agrees to provide patrol services based on school hours, provide high visibility patrolling, enforce the law in a proactive manner, closely monitor crime trends, perform truancy and curfew sweeps when appropriate, and attend meetings of the JJCPA collaborative.

TIMING CONSIDERATIONS
City Council action is requested on April 18, 2017, to ensure the MOU is in place expeditiously.
FISCAL IMPACT
The estimated annual cost of this MOU is currently unbudgeted. Therefore, an appropriation increase in the Special Revenue Fund (SR 120) in the Police Department (PD) in the amount of $200,000 is requested. There is no local job impact associated with this recommendation.
