TITLE
Recommendation to authorize City Manager to execute an agreement and any subsequent amendments to provide law enforcement and security services for the Long Beach Public Transportation Company for a period of three (3) years with options to renew the agreement for two (2) one-year terms.  (Citywide)
 
DISCUSSION
The Long Beach Public Transportation Company (Long Beach Transit) has contracted with the City of Long Beach for police services since December 1993, with the latest agreement expiring this past September 30, 2008. Long Beach Transit has requested the continuation of police services under a new contract.
 
The new terms of the requested three-year contract are in line with the City's overall cost recovery efforts. In addition to Long Beach Transit paying for the annual direct personnel and operational costs, Long Beach Transit will also pay for the Police Department's indirect costs to provide these services. The new contract will be retroactive to October 1,2008.
 
This matter was reviewed by Deputy City Attorney Gary Anderson on December 3, 2008 and Budget Management Officer Victoria Bell on December 5, 2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on January 6, 2009.
 
FISCAL IMPACT
The total cost of the three-year agreement is estimated at $3,512,847, which will cover personnel costs, equipment and the Police Department's indirect costs. The agreement allows for periodic cost increases to be charged to Long Beach Transit should the City's costs to provide the service increase during the contract period. There is no net cost to the General Fund (GP) as a result of this agreement.
