TITLE
Recommendation to authorize City Manager, or designee, to execute a Special Event Permit granting Urban Commons Queensway, LLC permission to operate professional boxing/wrestling contests and/or exhibitions at the Queen Mary. (District 2)

DISCUSSION
Urban Commons Queensway, LLC (Urban Commons), has submitted a completed Special Event Permit Application for the inaugural Royal Rumble (Event) at the Queen Mary on June 10, 2017, with additional Event dates on July 22, 2017 and September 16, 2017, followed by four to be determined Event dates in 2018.

The proposed Special Event Permit will allow Urban Commons to operate professional boxing/wrestling contests and/or exhibitions in the Sea Walk, Area 6, and the parking lot adjacent to the Queen Mary ship. The proposed Special Event Permit grants Urban Commons permission to operate the Event, and establishes the conditions and fees for their use. The ring/cage configuration will be a temporary structure that accommodates approximately 1,500 people, and will be set up one to two days in advance of each Event and removed within two days at the conclusion of each Event.

Health and Human Services, Police and Fire Departments staff will be present during all Event hours and shall perform continual inspections of the permitted areas.

The City shall receive and keep on file an original or certified copy of the permit or license required and issued by the California State Athletic Commission for the Event.

This matter was reviewed by Deputy City Attorney Richard F. Anthony on March 27, 2017 and by Budget Analysis Officer Julissa José-Murray on March 24, 2017.
