TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 33864 with VeriForce, LLC, to increase the contract amount by $7,525, for a revised annual amount not to exceed $30,000, for compliance management services to meet U.S. Department of Transportation Pipeline Operator Qualification Program requirements. (Citywide)

DISCUSSION
On April 21, 2015, the City Council authorized the City Manager to enter into an agreement with VeriForce, LLC (VeriForce), for compliance management services related to U.S. Department of Transportation (DOT) regulations regarding pipeline operator qualifications for Long Beach Gas and Oil (LBGO) natural gas distribution personnel. This agreement provides for a uniform operator qualification and documentation process for LBGO’s operations.

The DOT also requires contractors that perform work on LBGO pipelines and pipeline facilities to be qualified in the same manner as LBGO employees. The original agreement allowed LBGO to view the operator qualification records of contractor employees. The contract increase of $7,525 will allow LBGO to qualify contractor personnel using the same evaluation criteria as LBGO uses for City employees, which is an updated DOT requirement.

This matter was reviewed by Deputy City Attorney Richard F. Anthony and by Revenue Management Officer Geraldine Alejo on March 13, 2017.

TIMING CONSIDERATIONS
City Council action is requested on April 11, 2017, to ensure that the amendment is in place for the continuation of compliance management services.

FISCAL IMPACT
The revised annual amount will not exceed $30,000. The contract will provide for continuous service and will remain in effect until cancelled by either the City or VeriForce. Sufficient funds are currently budgeted in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department (GO). There is no local job impact associated with this recommendation.
