TITLE
Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments, including term extensions, between the City of Long Beach and Raytheon to implement a patient tracking system at the cost of $740,000. (Citywide)
DISCUSSION
On November 13, 2007 City Council authorized the City Manager to execute a contract and all necessary amendments or term extensions, with the City of Los Angeles to receive and expend Department of Homeland Security grant funding for the 2006 Urban Area Security Initiative (UASI) Grant.
One of the deliverables under this grant was to develop a regional field patient tracking system, in cooperation with the Long Beach Fire Department. The major components and functionality of the patient tracking system will include the ability to track patients in a mass casualty incident, health information exchange, provide for patient and family reunification, and other public health functions such as mass prophylaxis and rapid health assessment scenarios.
The Department of Health and Human Services (Health Department) issued a Request for Proposals (RFP) on January 7, 2008 in order to identify a responsible vendor to provide the patient tracking system. A total of 10 potential vendors responded to the RFP, and after a extensive review Raytheon was determined to have the most qualified proposal by both the Health and Fire Departments.
Raytheon's Civil Communications Solutions Group has extensive experience in providing secure and reliable data interoperability solutions with a focus on public safety, including patient tracking solutions, medical information system integration and incident management.
