(Citywide)

DISCUSSION
Since 2003, the City of Long Beach has maintained an on-call list of environmental consultants to be utilized for as-needed environmental review services. The current consultant list was authorized by the City Council in 2005. The list has covered the 2005 to 2008 time period, with each consultant having a not-to-exceed contract. During the past three years, consultants on the list have conducted environmental work under City staff supervision for projects proposed by private developers in the City, as well as for projects and work efforts conducted by the following City departments: City Attorney, Community Development, Parks, Recreation and Marine, Public Works, Redevelopment Agency and Water.

Environmental review services consist primarily of the preparation of analysis documents, such as Environmental Impact Reports (EIRs) or Mitigated Negative Declarations (MNDs) as required by the California Environmental Quality Act (CEQA), or Environmental Assessments (EAs) or Environmental Impact Statements (EISs) as required by the National Environmental Policy Act (NEPA). In addition, a consultant might be called upon to conduct a peer review of an environmental document prepared for a proposed project in Long Beach, do Mitigation Monitoring, or be asked to review and prepare written comments on an EIR the City has received for a proposed project in an adjacent jurisdiction.

City staff is requesting to renew the contracts of five consulting firms on the current on-call list. The following firms are recommended for contracts with the City of Long Beach for the provision of environmental review services:
