TITLE
Recommendation to authorize City Manager to accept $3.5 million in grant funds awarded through the Los Angeles County Proposition A Excess Funds Program for the DeForest Wetlands and Wrigley Greenbelt projects; increase appropriations in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) by $1.5 million and in the Department of Public Works (PW) by $2 million; and execute any documents necessary for the administration of the projects. (Districts 7,8,9)

DISCUSSION
On November 6, 2007, the City Council authorized the Department of Parks, Recreation and Marine (PRM) to apply for grant funding through the Los Angeles County Proposition A Excess Funds Program. Recently, PRM was notified of the award of grant funding, as follows:

· DeForest Wetlands - $2.5 million. Grant funding will provide for planning and Phase I development of the DeForest Wetlands project to convert the existing storm water retention basin to wetland, riparian, and upland habitat with passive recreation.

· Wrigley Greenbelt - $1 million. Grant funding will provide for planning and development of the Wrigley Greenbelt project, located along the Los Angeles River between Willow Street and 34th Street, to create a passive park with native habitat.

Both projects are located on Los Angeles County Public Works (County) property. PRM and the Department of Public Works are working with the County on the projects and will obtain all required County permits in order to complete the projects.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on November 10, 2008, and Budget Management Officer Victoria Bellon November 20,2008.

TIMING CONSIDERATIONS
City Council action is requested on December 9,2008, in order to allow timely execution of pertinent documents and to begin the planning process.
