TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 32983 with Central Parking System, Inc., of Los Angeles, CA, for providing parking operations and management services, to increase the contract amount by $450,000, for the period ending March 31, 2017. (Citywide)

DISCUSSION
On March 5, 2013, the City Council awarded a contract to Central Parking System, Inc. (Central Parking), for parking operations services, which include staffing, management, and parking operations for the City of Long Beach's (City) 29 municipal parking lots and structures, in an annual amount not to exceed $2,986,110, for a period of three years, with the option to renew for two additional one-year periods.

City Council action is requested to amend Contract No. 32983 with Central Parking by increasing the contract amount by $450,000, for the period ending March 31, 2017. The additional contract authority is needed for enhancement of security services for City Place Garages A, B, and C, landscaping upgrades, repair work, entrance and exit area improvements at City Place, and increased power washing at various lots and garages citywide. Security services and power washing services were scaled back for cost-savings, but customer complaints have necessitated adding back the services. These costs have been absorbed over the past two years, but there is insufficient contract authority to complete the contract term.

This matter was reviewed by Deputy City Attorney Amy R. Webber on February 6, 2017 and by Budget Analysis Officer Julissa Jose-Murray on February 16, 2017.

TIMING CONSIDERATIONS
City Council action is requested on March 7, 2017, to ensure timely payment for services rendered outside of the contract's original scope of work.

FISCAL IMPACT
