Increase appropriations in the General Fund (GF) in the Police Department (PD) by $5,459,271, offset by contract revenue.

DISCUSSION

City Council approval is requested for the Long Beach Police Department (LBPD) to enter into Contract No. PS5862300LBPD24750 with the Los Angeles County Metropolitan Transportation Authority (LA Metro), to provide transit law enforcement services on a firm fixed unit rate for a term of five years.

 

In February 2016, LA Metro established a contracting opportunity for local law enforcement agencies to provide transit law enforcement services to support rail operations for segments of the LA Metro transit system.  On May 3, 2016, City Council approved LBPD’s request to submit a proposal to LA Metro for furnishing labor, materials and other related items for the performance of a contract.  On May 27, 2016, LBPD submitted a proposal to LA Metro in response to the Request for Proposals. On February 23, 2017, LA Metro’s Board authorized the negotiation and execution of Contract No. PS5862300LBPD24750 to LBPD, for the proposed services effective July 1, 2017 through June 30, 2022.  LBPD will provide law enforcement services daily based on an eight-station model focusing on addressing crime, disorder and reducing the system’s vulnerability to terrorism. 

 

This contract will support day-to-day rail operations on the following stations of LA Metro’s Blue Line transit system:

 

§                     Wardlow Road

§                     Willow Street

§                     Pacific Coast Highway

§                     Anaheim Street

§                     5th Street

§                     1st Street

§                     Downtown Long Beach

§                     Pacific Avenue

 

These sections of the LA Metro transit system are not currently serviced by LBPD.  LBPD will begin the mobilization process and transit-specific training requirements to transition services from the current provider.  The mobilization period will be from March 1, 2017 to June 30, 2017. This contract opportunity allows LBPD to provide police services on the portion of the LA Metro transit system that runs through the City, which will positively impact public safety efforts.  The total cost of the contract over the five-year period is an amount not to exceed $30,074,628. The subsequent years’ appropriation of this contract will be budgeted as part of the annual budget development process.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on February 23, 2017 and by Budget Management Officer Rhutu Amin Gharib on February 24, 2017.

 

TIMING CONSIDERATIONS

City Council action to approve this recommendation is requested on March 7, 2017, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The estimated annual cost of this contract is currently unbudgeted. Therefore, an appropriation increase in the General Fund (GF) in the Police Department (PD) in the amount of $5,459,271 is requested.  The contract includes one-time purchases in the first year and an annual escalation for ongoing costs in the subsequent years.  The total cost of this contract will be fully offset by reimbursement revenue from LA Metro.  The award of this contract will provide funding to cover the costs to increase LBPD’s sworn and civilian staffing.
