TITLE

Recommendation to increase appropriations in the Capital Projects Fund (CP) in the Public Works Department (PW) by $250,000 for the design of the soundwall on northbound Interstate 605 near Spring Street, offset by Measure R Highway sub-regional Program grant funds.  (District 5)

 

DISCUSSION

The Northbound Interstate 605 near Spring Street (Project) is a recommended Interstate 605 (I-605) Early Action project to construct approximately 800 lineal feet of soundwall between Coyote Creek Channel and Spring Street (Exhibit A). The purpose of the Project is to preserve and enhance the health and quality of life in the corridor and to remedy a problem at that location where Caltrans removed trees that previously served as a noise barrier for the condominium development.

 

On August 25, 2015, the Gateway Cities Council of Governments approved $250,000 in Measure R “Early Action” funds for environmental and design work for the Project.  Allocation of construction funds will occur in the design phase when construction costs are developed.

 

On November 18, 2015 and December 4, 2015, Los Angeles County Metropolitan Transportation Authority’s (Metro) Planning and Programming Committee and Board of Directors approved an updated Measure R Highway Sub-regional Program (MRHSP) project list and programmed $250,000 in Measure R funds to the City for reimbursement for Project design, subject to the terms of a Funding Agreement.

 

On November 7, 2016, the City Manager’s office executed a Funding Agreement with Metro under the authority of Resolution No. RES-16-0099, formalizing the terms and conditions of use for Project Measure R funds. The Agreement specifies each agency’s role regarding Measure R funds, which includes designing, reviewing, approving, and invoicing for the Project.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on January 19, 2017 and by Revenue Management Officer Geraldine Alejo on February 2, 2017.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on February 21, 2017, to allow the City to proceed with the Project.

 

FISCAL IMPACT

The design of the soundwall on northbound I-605 near Spring Street will cost $250,000. The design is estimated to begin in December 2016, and end in February 2018.

 

The cost of design is fully funded by a grant of Measure R funds made available under MRHSP.  All eligible expenses will be fully offset by grant reimbursement revenue and no matching funds are required. The grant funds are not currently appropriated; therefore, an appropriation increase in the amount of $250,000 is requested in the Capital Projects Fund (CP) in the Public Works Department (PW).

 

Total project costs will be determined as the design phase progresses.   City staff will request additional Metro Measure R funding for construction after the design plans have been completed and return to the City Council to request appropriations for construction costs when funding is secured.  Approval of this recommendation will result in a positive local job impact.
