DISCUSSION
On December 6, 2016, the Los Angeles County Board of Supervisors voted to place Measure H, officially entitled: Los Angeles County Plan to Prevent and Combat Homelessness, on the March 7, 2017 ballot. Its purpose is to combat the homeless crisis in Los Angeles County (County).

Voters will see the following question on the ballot:

Los Angeles County Plan to Prevent and Combat Homelessness. To fund mental health, substance abuse treatment, health care, education, job training, rental subsidies, emergency and affordable housing, transportation, outreach, prevention, and supportive services for homeless children, families, foster youth, veterans, battered women, seniors, disabled individuals, and other homeless adults; shall voters authorize Ordinance No. 2017-0001 to levy a ¼ cent sales tax for ten years, with independent annual audits and citizens’ oversight?

If Measure H is approved by a two-thirds vote, a new ¼ cent sales tax would be established in County for ten years in order to fund homeless services and prevention programs. Revenues generated by Measure H will be expended by the County pursuant to an expenditure plan that will be approved by the County Board of Supervisors prior to June 30th of each year. The annual expenditure plan includes projects to prevent homelessness, subsidize housing, provide case management services, increase income, create a coordinated system, preserve and promote affordable housing for the homeless, and provide services to address the causes and effects of homelessness.

Measure H revenues may be awarded as grants to public agencies and non-profit organizations to address homelessness. City staff is currently evaluating Long Beach programs and services that could be established or enhanced if Measure H is approved.
