TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the Los Angeles Community College District, to provide instructional services at the Long Beach Fire Training Center for an initial term of five months, with the option to renew for three additional one-year terms, at the discretion of the City Manager. (Citywide)

DISCUSSION
City Council approval is requested to enter into a contract with the Los Angeles Community College District (District) on behalf of East Los Angeles College to provide instructional services at the Long Beach Fire Training Center (Training Center).

Under this agreement, the District shall offer mutually agreed upon and approved educational courses to meet the needs of the Long Beach Fire Department (LBFD). The City shall provide classroom space at the Training Center for use as an off-campus site by the District for conducting the courses, and shall also provide the instructors and administrative support necessary to implement the terms of the agreement.

For the use of the Training Center and its instructors, the District will pay the LBFD $4.25 per eligible student instructional hour of training. Employees who receive training will be registered with the District to receive college credits for courses taught by Fire Department instructors at the Training Center. The cost of the registration fees will be deducted from the total revenue paid by the District to the City.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on January 10, 2017 and by Budget Analysis Officer Julissa José-Murray on January 9, 2017.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 7, 2017, to ensure the contract is in place expeditiously.

FISCAL IMPACT
